If she gave three pellets one time, the next time she would give two. And then she started giving one... And then she cut the treats off and just verbally praised. But could you verbally praise a fish? She tried. "Very good! Good boy, Selkie, good boy. I knew you'd get it. But I can't have you getting fat, you understand. You can't eat me out of house and home now." He swam around, looking for the treats, then he looked up at her and she swore he saw her. The way an intelligent being locks eyes with you and there's some sort of...acknowledgement of each other. She thought that promising; odd from a fish, but it definitely showed that the legends were true about this species!
She gave him a nod and a smile, and eventually he swam away to do fishy things. She called him back a couple of times, to make sure he still listened even without treats.

And he did! It seemed he had learned, rather than just being bribed. But she had one more test for him, to make sure that memory held up. She let him go off and be a fish, to explore and think about other things. She could see a flicker of silver in the water here and there, and she knew the blue one was still down there as well. She wasn't ready to come back up, it didn't seem. A little more shy, and recovering from her journey with Ashe clear out here.
Eventually, she started drumming her fingers on the surface of the water again, calling Selkie to her. His response was faster than she expected; he swam up to the surface to greet her. She was startled, but didn't jump or show it outwardly, but melted into a warm smile and a cheerful verbal greeting. "Oh, Selkie! What a wonderful boy you are. Very good!" And it seemed he had, in fact, learned!
