Just wanted to clarify a few things that I may have asked before, but not in an easily referable location. 1. Could a force of some kind gather on private property as they do not 'sell' anything, or would it need to be an amenity?
2. Can I populate an amenity with NPCs? For example no one would want to join or use said amenity IC, so could I have generic NPC characters who work and participate in said amenity to avoid my character being the only one there?
3. If yes to the previous question, could said NPCs own things, namely beasts from the free to adopt thread or combat-related equipment? This does not include using them in any official context such as the Pit or the Contest Hall, and my character cannot magically gain a fully trained beast from this. The point would be to add flavor, and allow my character to not be just working alone.
4. Can I run events for said amenity that contradict the current state of the city, such as pretending a war was occurring or some hoarder’s swarm of beasts have broken out to terrify the city? At no point would this be forced onto any other player on site, especially as they are not likely to be involved with the amenity.
5. Can an amenity have some overlap with another existing, though defunct, amenity?

1. If you want the property to mostly be yours with occasional visitors, that is a private property. If the purpose of the property is for people to gather there, then it should be an amenity. Plus, you can make a little money with an amenity which is awesome! :3
2. Yep! Feel free to say an NPC is running the counter, or whatever else they're doing, but also keep in mind the general rule that the majority of your posts should be about you and your actions. (So you can say that the property is kept up by NPCs, but when you actually go to make posts in the property yourself, make it so that you only mention them when necessary.)
3. Yes this sort of flavor is fine for me, again keeping in mind the general rule that the majority of your posts should be about you. So an NPC could control a 'combat Wiurn' for you to practice fights against, for example, but you want to keep the focus on your end and not write entire pages of posts about how -they- were training the Wiurn. Keep it centered on what you're doing when you interact with them. (Does that make sense?)
4. I don't see why not. We're generally pretty flexible with the lore and kinds of plots we allow. You'd just have to have some level of deniability where you can explain why not everyone would know about whatever was happening, to avoid dragging others into your plot. (So a volcano melting the labs and destroying the city? Probably not. A small group of rebels trying to take over the radio tower? Sure why not.)
5. Overlap as in serves the same purpose? In general, it is fine if two different people run similar businesses. For example, I have a mount training business as a service. I'm not the only person ever allowed to do that! However, make sure that you're not copying too much from another business, like their formatting, rules, structure, etc. Try to put your own spin on it, and that'll be fine. :3
