Business Plan: The West Rim Observatory has twin functions; the bottom floor is a hangout spot for Draconics and their Humanoid. It is equipped with normal forms of technology in a sort of 'club room' type array (along with carpets, a few bookcases with books on stars and such) complete with a massive starmap on the ceiling. There is a spiral staircase that leads to the actual observatory at the top of the building, which sports a pretty neat large telescope for the science-y types. (Nobody lives here, but Endymion would spend a lot of his time here.)
