So currently whenever someone wants to train something that isn't in a creature's stat base, they do it in the official help area. However, that can easily get lost between real questions that aren't so much permissions.
So perhaps there can be an official thread set up for this specific permission? And similar to other request threads, it can simply be edited by staff with an 'accepted', 'accepted for: ___', or 'denied'. That way they are all in one place, rather than a million separate threads asking similar concepts.
And speaking of official questions: as far as I know, the staff want the Help area to be a sort of archive for questions, so people don't have to ask the same thing over and over. However, this means users have to scroll through pages of threads, and read complete threads in order to understand the official answers. I'm sure we all know how tiresome that can get when looking for something specific.
Could there be an official Help Archive, a pinned thread where each question and answer are summarized in an official platform. This way we could just Ctrl+F (or otherwise page search) for specific keywords to see if our question has already been answered. And it would be a lot more organized/contained.

You can actually already search for keywords in the help area! There's a search bar right next to the 'select' and 'action' dropdowns just above the list of threads when you're in that board.

I don't necessarily see this being used all that often, when people can just ask staff anyway. I don't think we'll do this.
